 Professor and Ph.D. Supervisor, Department of Economic Law, School of Law, Zhongnan University of Economics and Law, and James J. Coleman, Sr. Distinguished Visiting Professor, Tulane Law School, USA. He is a member of the Standing Committee of the Wuhan Hongshan District Committee of the Chinese People's Political Consultative Conference. He is a member of the IUCN WCEL (World Conservation Union Commission on Environmental Law), a member of the Environmental Resources Law Research Society of the Chinese Law Society, and a member of the Standing Committee of the Hubei Environmental Resources Law Research Society.

 From September 1990 to July 1994, he received his Bachelor of Arts degree from the Department of Foreign Languages of Hubei University; from September 1999 to June 2002, he received his Master of Laws degree (majoring in economic law) from the Law School of Zhongnan University of Economics and Law; from July 2004 to May 2005, he received his Master of Laws degree from Tulane University School of Law as a Fulbright Scholar. From July 2004 to May 2005, he was a Fulbright Scholar at Tulane University School of Law, where he received his LLM degree (Outstanding Graduate); from September 2004 to July 2008, he received his JD degree (majoring in civil and commercial law) at the Law School of Zhongnan University of Economics and Law; from February to April 2008, he was a PhD Fellowship student at Universiteit Utrecht, the Netherlands. From August to September 2008, he studied international environmental law at The Hague Academy of International Law. His main research interests are environmental law and economic law, and he teaches environmental law, international environmental law and economic law in English and Chinese. He has published more than 20 papers in English journals such as Environment International and Hong Kong Law Journal, many of which are indexed by SCI and SSCI; more than 20 papers in Chinese journals such as Chinese Law Journal, many of which are indexed by CSSCI; published two monographs and one translation; presided over one general project of National Social Science Foundation of China and one project of Hubei Provincial Social Science Foundation. He has published two books and one translation; he has hosted one general project of the National Social Science Foundation, two projects of the Hubei Provincial Social Science Foundation and many horizontal projects.

He is a member of the Standing Committee of the Hongshan District Committee of the Chinese People's Political Consultative Conference (CPPCC) in Wuhan City. He is a member of the IUCN WCEL (World Conservation Union Commission on Environmental Law), a member of the Environmental Resources Law Society of the Chinese Law Society, and an executive director of the Environmental Resources Law Society of Hubei Province.
