Bao Zhang, male, born in 1983, Fuyang, Anhui Province, is the Vice Dean and Professor of the Law School of Central South University of Economics and Law, and the Executive Director of Double Carbon Rule of Law Research Base (built in cooperation with Hubei High Court and China Carbon Deng), as well as the Director of Environmental Law Research Society of China Law Society, the Secretary General of Environmental Resources Law Research Society of Hubei Law Society, and the consultant of environmental resources and public interest litigation trial of Hubei Court.
He received his LL.B. (2005), LL.M. (2007), and J.D. (2012, joint training with Vermont Law School) from Zhongnan University of Economics and Law, and a postdoctoral degree in administrative law from Zhongnan University (2016). He has served as lecturer, associate professor, assistant dean of the Law School of Central South University (2012-2018), executive director of Environmental Justice Research Center of Central South University and Hunan High Court Environmental Resources Judicial Theory Research Base (2016-2018), assistant to the president of Civil Division III (Environmental Resources Trial Division) of Hunan Provincial High People's Court (2016-2017), economic law of the Law School of Central South University of Economics and Law Department Head, Associate Professor and Professor (2018-2020).
He is mainly engaged in the intersection of environmental law and traditional law, especially focusing on the topics of environmental tort, environmental regulation and environmental justice. He has authored more than ten books, including "The Legal Construction of Environmental Regulation" (2018) and "The Explanatory Theory of Environmental Tort" (2015), and co-authored "Infringement and Remedy: The Basis of Rule of Law in an Environmentally Friendly Society" and "Research on the Legal Regulation of the Health Hazards of Environmental Lead and Cadmium Pollution in the Population"; published more than forty papers in Modern Law, China Population, Resources and Environment, Taxation Research, People's Daily (Theory Edition), etc. He has published more than forty papers, many of which have been reprinted or excerpted in full in Xinhua Digest, China Social Science Digest, and NPC Reprographic Materials; presided over two projects of the National Social Science Foundation, three sub-projects of major projects of the National Social Science Foundation, and more than twenty projects of the Ministry of Justice and the Chinese Law Society; won the 2020-2021 Zhongda Young Scholar Award in Environmental Law, the 15th "Challenge Cup" National (Grand Prize) Outstanding Mentor Award, the first Alibaba Fuying Environmental Law Young Talent Award, and other awards.
